The UAE Ministry of Finance has accredited Qvalia Technologies LLC, Qvalia’s UAE company, as an Accredited Service Provider (ASP) under the UAE Electronic Invoicing System, in accordance with Ministerial Decision No. 168 of 2026. Qvalia is listed in the Ministry’s register of eInvoicing Accredited Service Providers with accreditation number 193458.
Qvalia now exchanges PINT AE e-invoices over the Peppol network for businesses in the UAE and reports the Tax Data Document to the Federal Tax Authority. More than ten partners and local resellers are on board with Qvalia for UAE e-invoicing from launch.
In the UAE, Qvalia works through partners. Software providers, ERP vendors, and service providers can offer UAE e-invoicing to their own customers with Embedded Peppol or a Hosted Access Point. Businesses that want Qvalia as their ASP sign up through one of our reseller partners.
UAE e-invoicing becomes mandatory in 2027
E-invoicing applies to B2B and B2G transactions by any person conducting business in the UAE, whether or not it is VAT registered, subject to defined exclusions. B2C transactions are outside the scope for now. A pilot with selected businesses and ASPs has been running since 1 July 2026.
- Businesses with annual revenue of AED 50 million or more had to appoint an ASP by 30 October 2026 and must implement e-invoicing by 1 January 2027.
- Businesses with annual revenue below AED 50 million must appoint an ASP by 31 March 2027 and implement e-invoicing by 1 July 2027.
- Government entities must appoint an ASP by 31 March 2027 and implement e-invoicing by 1 October 2027.
Transactions between members of the same VAT group are excluded until 31 December 2028. Dates and rules are set by Ministerial Decisions No. 243 and 244 of 2025, as amended. The Ministry of Finance eInvoicing page is the official source.
Built on Peppol and PINT AE
The UAE uses a five-corner model. The supplier’s ASP validates the invoice and sends it over Peppol to the buyer’s ASP, and both ASPs report the Tax Data Document to the Federal Tax Authority. Invoices follow PINT AE, the UAE specification of Peppol International (PINT). There is no central clearance platform between supplier and buyer.
Because the UAE system runs on Peppol, the integration a business or platform uses for the UAE also serves e-invoicing in other Peppol markets. The specifications are published by OpenPeppol: UAE electronic document specifications.
Two ways for platforms, agencies and software providers to offer UAE e-invoicing
Embedded Peppol
Qvalia is the ASP. Your customers appoint Qvalia as their Accredited Service Provider, and you add UAE e-invoicing to your own product through the Partner API: create customer accounts, register Peppol IDs, send and receive invoices, and follow message status. Qvalia operates the Access Point, SMP, validation, and Tax Data Document reporting. How Embedded Peppol works
Hosted Access Point
Your organization holds its own ASP accreditation and Peppol Service Provider role, with its own Access Point identity and certificate. Qvalia operates the infrastructure underneath and supports the technical testing. Accreditation is granted by the UAE Ministry of Finance, not by Qvalia. Requirements for a Hosted Access Point
| Embedded Peppol | Hosted Access Point | |
| ASP accreditation | Qvalia | Your organization |
| Access Point identity and certificate | Qvalia | Your organization |
| Product, customer contract, and first-line support | Your organization | Your organization |
| Infrastructure, validation, and Tax Data Document reporting | Qvalia | Qvalia |
