Large taxpayers go live on 1 April 2027. Fawtara becomes mandatory first for businesses with annual supplies above OMR 5 million, and for all other VAT-registered businesses on 1 October 2027. Service providers need accreditation and a production-ready Access Point before their customers’ deadlines.
Become an accredited service provider for Fawtara
Oman’s e-invoicing program, Fawtara, uses the Peppol five-corner model. Businesses exchange PINT OM invoices through service providers accredited by the Oman Tax Authority (OTA), and tax data is reported to the OTA. With a Hosted Access Point, your organization applies for accreditation and holds the service provider role, while Qvalia operates the Access Point infrastructure it runs on.
Your accreditation, your customers
You hold the OTA accreditation, OpenPeppol membership, Access Point identity and PKI certificate, and you own the relationship with your customers in Oman.
Infrastructure operated by Qvalia
Qvalia operates the Access Point infrastructure, monitoring, maintenance and network updates, and supports the conformance testing required for accreditation.
Built for service providers in Oman
For IT service companies, ERP and accounting software vendors, and outsourcing providers with local presence in Oman that want to offer Fawtara compliance as their own service.

Accreditation in Oman in four steps
The Oman Tax Authority decides on accreditation. Qvalia runs the infrastructure and supports the technical process.
- Meet the eligibility criteria
The OTA requires local presence in Oman, a commercial registration (CR) in the applicant’s name that includes IT service activities, at least two years of operational experience and evidence of paid-up capital. - Apply to the OTA and OpenPeppol
Submit your service provider application to the OTA and join OpenPeppol, which is mandatory for full service provider accreditation. - Pass conformance testing
Complete the Peppol eDelivery Test Suite and the PINT OM Test Suite on the Peppol Testbed, with your Access Point running on Qvalia’s infrastructure. - Go live
Receive production certificates, register your customers in the OTA’s central SMP and start exchanging invoices.

What is Fawtara?
Fawtara is the Oman Tax Authority’s e-invoicing program. Invoices are issued in structured XML using the PINT OM specification and exchanged between accredited service providers on the Peppol network, in a five-corner model where tax data is reported to the OTA. The OTA is the Peppol Authority for Oman.
When does e-invoicing become mandatory in Oman?
Under Decision No. 189/2026, a pilot with selected large taxpayers started in August 2026. E-invoicing becomes mandatory on 1 April 2027 for businesses with annual supplies above OMR 5 million, and on 1 October 2027 for all other VAT-registered businesses.
What are the requirements to become an accredited service provider?
According to the OTA’s Fawtara FAQ, applicants need local presence in Oman, a commercial registration in the applicant’s own name with two IT service activities, at least two years of operational experience (not restricted to Oman) and evidence of paid-up capital. OpenPeppol membership is mandatory for full service provider accreditation. Applicants must pass the Peppol eDelivery Test Suite and the PINT OM Test Suite. The OTA aims to respond to applications within 30 days.
Can a foreign company become accredited in Oman?
Yes, if it meets all OTA requirements, including local presence in Oman. There are no restrictions on legal structure as long as the criteria are met.
Can we apply with a hosted or white-label solution?
Yes. The OTA accepts applicants that use a white-labeled solution, provided they meet the criteria and pass the required tests. With Hosted Access Point, your Access Point runs on Qvalia’s infrastructure while your organization holds the accreditation, Peppol identity and PKI certificate.
Here’s our quick guide for Oman e-invoicing compliance.
Do we need to operate our own SMP?
No. Accredited service providers in Oman must use the OTA’s central SMP to register their customers.
Is Qvalia’s ISO/IEC 27001 certification enough for us?
No. The service provider legal entity must hold its own ISO/IEC 27001 certification, or an equivalent accepted by OpenPeppol, covering its Peppol scope. Certification held by a hosting provider cannot be inherited. Qvalia provides the agreed technical evidence for the hosted components.
Do you guarantee accreditation?
No. Approval rests with the Oman Tax Authority and OpenPeppol. Qvalia supports conformance testing, technical documentation and launch.
How long does it take?
A Hosted Access Point project typically takes months. The schedule depends on your eligibility, existing certifications, conformance testing and the OTA’s review.
