Yes. Peppol supports self-billing through the dedicated Peppol BIS Self-Billing 3.0 specification.
In self-billing, the buyer creates the invoice or credit note on behalf of the supplier. The specification uses separate business process and document type identifiers from ordinary Peppol BIS Billing. The UBL invoice type code is 389 for a self-billed invoice and the credit note type code is 261 for a self-billed credit note.
The parties and their service providers must support and publish the self-billing capabilities. The document must pass the Peppol validation rules, and the parties must also meet any agreement, VAT and invoicing requirements that apply in the relevant jurisdiction.
