Can I include file attachments to e-invoices in Peppol?

Yes, you can attach files such as PDF, CSV, and PNG. The invoice itself should not be attached as an attachment, but the user can, for example, send and receive images, time reports, and more. Peppol allows messages with attachments up to 100 MB.
