A sender does not necessarily need a Peppol ID that is registered for receiving documents. However, each transmitted message includes a sender participant identifier, and the service provider must verify the sender in accordance with the applicable Peppol rules and identifier scheme.

The recipient must be registered in Peppol and must publish support for the exact document type and process being sent. The sender’s service provider uses the recipient’s Peppol ID to discover this information in the recipient’s SMP.

Registration requirements depend on the participant identifier scheme, the relevant Peppol Authority and the service provider’s identity checks. They should not be reduced to a blanket rule that only a particular type of legal entity may participate.
